They give an initial name names to it the subscriber divisions and create the their first administrator invitation. The validation of organisation names and domain and the approval of the certificate requests though is
distributed along the hierarchy down to the Subscriber admins and it isn't part of the duty of the NREN admins.
Make sure everyone involved once thoroughly reads the legal texts that are stored on the TCS repository, especially TCS Terms of Use and the TCS Consolidated Required Contractual Terms.
In particular the latter contains a text that will appears to the users in the portal as a 'click-through'. Users of the portal will have to agree to it in order to activate their account!!!
