All security incidents that may have an impact at the inter-federation level are manage by eduGAIN CSIRT with normal priority unless they are labeled EMERGENCY. eduGAIN CSIRT itself is the authority that can set and reset the EMERGENCY label. An incident can be reported to eduGAIN CSIRT as EMERGENCY, but it is up to eduGAIN CSIRT to decide whether or not to uphold that statusmanaged by eduGAIN CSIRT.
