The addition (or potentially removal) of a GÉANT member NREN Access Port i.e. a port connected to the GEANT backbone routed network, for the use of that NREN. 
This would include ports which are being dedicated to services other than the R&E backbone e.g. LHCONE, Peering (because the port's capacity still counts towards the NREN's subscription).
However, if an NREN is requesting a port for the exclusive use of one of their users (such that it won't be available to their general user base), and the NREN therefore does not want the port to be counted towards their subscription, then this should not be used
