This TCP variant was developed at Rice University by a group comprising Ed Knightly, Aleksandar Kuzmanovic and YuZen Chen. The basic goal is to provide a special variant of TCP that defers (e.g. gives up bandwidth) to other TCPs as soon as there starts to be congestion. The motivation for this is similar to LBE and the "Scavenger", but implemented at the transport layer. It can be seen as a predecessor to LEDBAT.
HSTCP-LP is a variant of TCP-LP targeted towards LFNs. It has a more aggressive window-increase policy.
Implementation
TCP-LP and HSTCP-LP have been implemented on top of the Linux 2.4 kernel, but don't seem to have been merged into the mainline. It could be somewhat complex to integrate the changes into recent kernel sources.
