In one sentence: SIG-EDU is a global, open community where NRENs, universities, governments, and education organisations build the shared intelligence, mutual trust, and practical infrastructure that enables NRENs to contribute their full value to education — nationally, internationally, and across every boundary that currently fragments the digital education ecosystem.

Executive Summary

SIG-EDU is a global, open community — built around NRENs but deliberately inclusive of universities, government and national agencies, international education organisations, and ed-tech providers. Together, these stakeholders create a bridge across the education ecosystem: from policy to practice, from national infrastructure to cross-border interoperability, from technical standards to institutional adoption.

SIG-EDU's central purpose is enabling NRENs to contribute maximum value to education nationally and internationally — and the community works best when all parts of the education ecosystem are in the room. This document sets out why SIG-EDU exists, what it delivers, who belongs in it, and why the connections it creates cannot be replicated anywhere else.

1. Why SIG-EDU Now

The digital education landscape is undergoing three simultaneous structural shifts — each requiring collaboration across the full education ecosystem, not just within any single type of organisation.

Regulatory urgency. eIDAS 2.0 requires EUDI Wallets across all EU member states by December 2026. The Interoperable Europe Act obliges HEIs to assess interoperability before deploying new digital systems. The HEIF framework launched January 2025 — only 15% of NRENs are yet engaged, and awareness among universities and national agencies is even lower.

Technical acceleration. AI in teaching and administration is the fastest-growing demand area across all 30 NRENs surveyed in 2026 — and that demand originates from universities and governments, not NRENs. Digital credentials, identity federation, and cross-border mobility are all moving from project to production scale simultaneously, requiring every stakeholder to act in concert.

The coordination gap. 75% of European University Alliances remain at "emerging focus" for interoperability. Every education-specific EU instrument except Erasmus+ EWP is voluntary. Adoption depends entirely on trust, peer networks, and shared infrastructure — the exact conditions SIG-EDU exists to create across its global, multi-stakeholder community.

No single type of organisation — not NRENs alone, not universities alone, not governments alone — can navigate this landscape effectively in isolation. SIG-EDU's distinctive value is that it brings all of them together in a space of genuine mutual trust and shared purpose.

2. What SIG-EDU Is

A Global, Open Community

SIG-EDU — the Special Interest Group on Educational Activities and Services — is part of the GÉANT Community Programme (GCP). It evolved from TF-EDU, established in February 2020 with unanimous endorsement from over 55 organisations spanning NRENs, universities, education institutions, and commercial ed-tech companies. From its founding, SIG-EDU has been explicitly multi-stakeholder: NRENs are the anchor constituency, but the community is designed to be open to anyone with a stake in the digital education ecosystem.

The group operates globally. While grounded in the European R&E network community through GÉANT, its annual survey covers NRENs from the South Caucasus to Central Asia, its meetings attract participants from international organisations and governments beyond the EU, and its outputs are referenced by policy bodies and ed-tech organisations worldwide. Participation carries no membership fee and no organisational barrier: the community is as open as it is diverse.

Core purpose: Enable NRENs to contribute maximum value to education nationally and internationally — by connecting them with every stakeholder who shapes, funds, delivers, or depends on digital education infrastructure.

A Bridge Across the Education Ecosystem

SIG-EDU's most distinctive structural characteristic is its role as a bridge — not just between NRENs, but between the very different worlds that must work together for digital education to function at scale:

These bridges do not form automatically. They require a neutral, trusted space where organisations with different mandates, vocabularies, and incentive structures can build shared understanding. SIG-EDU provides that space — and the GÉANT network gives it structural credibility and reach.

3. Who Belongs in SIG-EDU

SIG-EDU is intentionally open. There is no restricted membership, no organisational prerequisite, and no barrier to participation. The community is stronger the more complete the representation of the education ecosystem — and the NREN community serves education best when it understands, and is understood by, every type of organisation it works with.

4. What SIG-EDU Delivers — The Value Model

4.1 Intelligence That Serves the Whole Ecosystem

The annual NREN Education Services Survey is the only longitudinal, cross-NREN dataset on education service maturity across Europe and beyond — but its usefulness extends far beyond NRENs. In 2026 it covered 30+ countries documenting service levels across 11 categories, HEIF use case coverage, interoperability priorities, regulatory engagement, barriers, and horizon plans.

• For NRENs: a mirror showing where they stand relative to peers, and where collaboration opportunities exist
• For universities and alliances: insight into which NRENs have capability to support cross-border teaching, mobility, and credentialing
• For governments and national agencies: ground-truth data on where national digital education infrastructure is strong and where gaps require investment
• For the European Commission: evidence on HEIF implementation rates and the gap between voluntary instruments and actual adoption

No commercial provider, ministry, or other European body produces comparable structured intelligence across this full range of stakeholders.

4.2 Peer Learning That Compounds Across Boundaries

SIG-EDU's annual pre-TNC meeting consistently attracts 40–50 participants from NRENs, HEIs, international organisations, governments, and industry. The joint SIG-AI/SIG-EDU session in Copenhagen (September 2025) brought together AI researchers, NREN practitioners, and educators in a joint exploration that neither community could have organised alone. The October 2024 Barcelona meeting, co-located with Learning Impact Europe, placed NREN technical expertise alongside learning technology practitioners from across the world.

These are not briefings or conferences. They are structured working sessions where participants from genuinely different organisational worlds build shared language, identify collaboration opportunities, and make commitments to joint action. The peer effects compound across boundaries: a university that understands what its NREN can offer adopts federated identity faster; an NREN that understands what its universities need builds better services.

4.3 The Bridge Between Policy and Practice — at Every Level

SIG-EDU converts EU regulatory complexity into practical action across the education ecosystem. The 2026 survey found that only 5 of 29 NRENs actively monitor EU interoperability regulation in a structured way — and awareness among universities and national agencies is typically even lower. SIG-EDU is where that monitoring happens collectively, and where every stakeholder receives guidance calibrated to their role before deadlines force reactive responses.

Critical deadline — December 2026: The EUDI Wallet must be issued by all EU member states by December 2026. Educational credentials are a primary use case. NRENs that delay engagement risk being bypassed by national digital identity agencies building credential infrastructure without R&E community involvement. Universities that are unaware may miss the window to shape national wallet implementations before they are locked in. SIG-EDU is where this coordination happens — across NRENs, universities, governments, and EC simultaneously.

4.4 Community Ownership of the GÉANT Education Roadmap

The GÉANT Education Interoperability Report (April 2026) identified three HEIF use case pilots as immediate priorities. SIG-EDU is the community forum where all stakeholders — NRENs, universities, national agencies — learn what the pilots involve, how to participate or connect, and how to replicate outputs in their own contexts. The EduXS knowledge hub (18 NRENs and growing) is being built into a shared resource for universities, alliances, and national agencies alike.

4.5 A Globally Connected, Locally Grounded Network

SIG-EDU spans NRENs from Armenia to Turkmenistan, from Scandinavia to the Western Balkans, and reaches beyond Europe through connections to international organisations, global standards bodies, and non-European education systems. This global reach gives every member a window on approaches, tools, and policy frameworks rarely visible from within a single national education system.

At the same time, the community is grounded in national realities: the specific governance arrangements, SIS platforms, ministry relationships, and institutional cultures that determine whether pan-European standards actually get adopted locally. That combination of global perspective and local grounding is what makes SIG-EDU more than a discussion forum.

The SIG-EDU 2026 agenda is built from survey findings, the GÉANT interoperability report, and participant requests across all stakeholder groups. Five priority areas define the work — each designed to create value across the ecosystem, not just within NRENs.

6. The Case for Engagement

For NRENs: Why This Is the Right Community

NRENs create the most value for education when they understand what universities, governments, and ed-tech providers actually need — and when those stakeholders understand what NRENs can do. SIG-EDU is the structured environment where that mutual understanding is built. The survey data, peer exchanges, and joint sessions are all designed to help NRENs sharpen their contribution to the education ecosystem nationally and internationally.

Non-engagement means duplicating development effort that a peer NREN has already completed and would share; arriving late to regulatory deadlines that have been visible for 18 months; and losing institutional relevance as universities seek digital education partners.

For Universities and University Alliances: Why SIG-EDU Is Your Room Too

Universities are not passive recipients of NREN services — they are co-creators of the digital education ecosystem. SIG-EDU is where universities can shape what their NRENs build before it is built, not after. For European University Alliances specifically, the GÉANT HEIF pilots (UNITA, 4EU+) make SIG-EDU a direct practical forum for cross-border teaching and mobility infrastructure. Participation gives alliances a front-row seat at the technical decisions that determine whether their digital ambitions are achievable.

For Governments and National Agencies: Where National Strategy Meets European Practice

National digital education strategies do not succeed in isolation. The interoperability frameworks, credential standards, and identity infrastructures being built at European level will shape national systems whether or not national agencies are in the room when decisions are made. SIG-EDU is where national-level actors can engage early — bringing their practical constraints and policy context, and receiving European standards intelligence they need to align national programmes effectively.

For Ed-Tech Providers: Why the R&E Community Is Your Most Valuable Partner

Education technology that cannot interoperate with the identity, credential, and mobility infrastructure operated by NRENs and GÉANT will face persistent adoption friction across European HEIs. SIG-EDU is where that interoperability is designed — and where ed-tech providers who engage early gain a significant advantage in standards alignment, procurement access, and co-development credibility. The community is explicitly non-commercial in its governance, but openly collaborative in its relationships with commercial partners.

The case for SIG-EDU is the case for the education ecosystem itself: that the complex challenges of digital transformation — credentials, identity, mobility, AI, regulatory compliance — are solved faster, more equitably, and more durably when the whole ecosystem works together than when each part works alone.

NRENs are uniquely positioned to be the connective tissue of that ecosystem. SIG-EDU is the community through which they fulfil that role.
